HRT: Providing Quality Services to Arizona since 1981

Human Resource Training was incorporated in August of 1981 to provide consultation and training in the social services field. Today it has expanded it’s scope to offer a wide range of services in child and adult welfare. HRT started with a small therapeutic foster care program (Parent Therapist Program) and in 1982 expanded to include a child abuse prevention component (Parenting Skills Program). In 1998, HRT expanded further and now provides child and adult developmental homes (Development Home Program) for the developmentally delayed population. These programs serve to strengthen families and make homes safer for children, while HRT works with families from their initial involvement in the system to permanency planning. HRT takes a positive approach to parenting that builds on family strengths when working with children.

HRT’s original Foster Care Program has grown from a group of 10 therapeutic foster parents in Maricopa to over 100 foster homes located throughout Arizona. HRT’s foster care program encompasses Maricopa, Coconino, Mohave, Apache, Navajo, Yavapai and most recently La Paz and Yuma Counties. HRT provides a full continuum of foster care including regular, emergency receiving, medically fragile, treatment based, therapeutic Title-19 homes and our newest program, adoptions.

HRT’s Parenting Skills Program, founded in 1982 by Arizona State University Professor Clay Dix, provides services to families with children who reside with their biological parents as well as families with children in out-of-home placement. What started as an in-home prevention program has grown to include parent aide services, family preservation, counseling, test battery assessment, and family court services. A qualified staff of parent aides, counselors and psychologists provide first-rate services to families through our Tempe office.

HRT’s Developmental Home Program continues to grow and expand as more developmentally delayed people find their place in the community. The focus continues to be on fostering independence through placement of special individuals in family homes. This program also serves at-risk tribal children through our contracts with many Native American tribes in Arizona.

As our programs have grown, so has our staff. HRT started with a core group of five dedicated individuals and has expanded to a group of approximately 50 dedicated employees committed to the well being of families and children in Arizona. These original five individuals continue to work for HRT providing a firm foundation of knowledge and experience.

HRT keeps abreast of the latest trends and research. Programs and training are subject to constant improvement. HRT collaborates with Arizona State University and The University of Phoenix in providing field placements for both graduate and undergraduate students in social work, counseling and child welfare administration. HRT is a member of the National Family Foster-based Treatment Association (FFTA) as well as the Association of Family and Conciliation Courts (AFCC). Administrative staff is active in a variety of local organizations including KIDS Consortium, Faith in Kids, District I Advisory Council, Arizona Council of Human Service Providers, Arizona Association of Providers for People with Disabilities (AAPPD), and the Maricopa County Superior Court Family Court Advisory Counsel.

As our 25th year approaches, HRT has committed and fully intends to continue our history of growth and renewal, to provide quality services to children and families and to persevere in serving the child welfare community. HRT’s mission is to provide services, resources and training to empower and strengthen families.
